None of the nine debates has a consensus answer in the guide. None will find one on stage either, which is the point: the guide isn’t there to tell operators what to think before they walk into the room, but to make sure they walk in with an actual position, rather than discovering one out loud in front of Mike Brewer and a room of their peers.
